A vehicle or piece of equipment offered as collateral carries two questions that no inspection resolves: what encumbrances already attach to it, and what the official record says about its identity. Polish registers answer both — partially. The ceiling of what those sources allow is stated here before any fee is discussed.

What the Pledge Register covers
The Rejestr Zastawów records registered pledges (zastawy rejestrowe) over movable property and transferable rights. The entry identifies the pledgor, the pledgee, the secured claim amount, and the encumbered asset by its identifying parameters — VIN for vehicles, serial number for machinery where applicable.
A search by asset identifier returns any active pledge entry. A search by pledgor name returns the full portfolio of pledges registered against that entity. Both search paths are available. The register does not consolidate results across spelling variants of the same name; the search must be run with the exact identifier or registered name.
Pledge entries remain in the register after the secured debt is discharged, until the pledgee files a deletion request. An entry that appears active on the date of search may relate to a debt already repaid. Confirmation of discharge requires a separate step: a statement from the pledgee or a court deletion order.
Vehicle identity and the CEP
The Centralna Ewidencja Pojazdów i Kierowców (CEPIK) is the national vehicle and driver register. For a vehicle offered as collateral, the relevant layer is the CEP: registration data, technical parameters, and the chain of registrations in Poland. The register records whether the vehicle has been reported stolen and whether an insurance policy is on file.
Third-party access to CEP data is not open-counter. Entities with a legitimate interest — including prospective buyers and secured creditors — may request a certificate. The request requires identification of the vehicle by registration number or VIN, and a statement of the purpose of the query. The issuing authority is the competent starostwo (county office) or, for some certificate types, the CEPIK operator.
The CEP does not record pledges. It records ownership as of the last registration event. A vehicle sold informally, or one where the buyer never completed re-registration, will still appear under the prior owner. The register reflects administrative history, not current factual possession.
Equipment and machinery: the gap in the record
Industrial equipment and machinery have no dedicated national identity register in Poland equivalent to the vehicle register. A registered pledge over a machine is traceable through the Rejestr Zastawów by asset description or pledgor identity. Outside the pledge register, there is no public source that records ownership of a specific press, crane, or CNC unit.
Leased equipment presents a further complication. A lessee may offer equipment as collateral without disclosing the lease. The lease agreement is not filed in any public register. The Rejestr Zastawów will show a pledge if one was registered; it will not show the underlying ownership structure if the pledgor does not own the asset outright.
Customs records and import documentation can establish provenance for equipment brought into Poland. These records are held by the Krajowa Administracja Skarbowa (KAS) and are not publicly searchable. Access requires a formal request with a stated legal basis.
Financial encumbrances beyond the Pledge Register
Polish law recognises several security interests over movables. Not all are registered in the Rejestr Zastawów.

A clean result from the Rejestr Zastawów confirms the absence of a registered pledge. It does not confirm the absence of the other instruments listed above. That distinction is the structural limit of the source.
Cross-border encumbrances
A vehicle or machine that operated in another EU member state before entering Poland may carry a security interest registered under the law of that state. Poland does not maintain a consolidated cross-border pledge index. The Cape Town Convention on International Interests in Mobile Equipment applies to aircraft, railway rolling stock, and space assets — not to road vehicles or general industrial equipment.
For a vehicle with a foreign registration history, the relevant foreign pledge or lien register must be searched separately. Which register applies depends on the law governing the original security agreement and the jurisdiction of prior registration. That determination is a legal question, not a register search.
The limit of what the sources allow
The Rejestr Zastawów shows registered pledges filed in Poland. It does not show civil pledges, retention-of-title clauses, lease structures, or any encumbrance created under a foreign instrument and not re-filed domestically. A clean search result means: no registered pledge was found on the date searched. It does not mean the asset is unencumbered.
The CEP shows the administrative registration history of a vehicle in Poland. It does not show current factual ownership where re-registration was not completed, and it does not show pledges. The two registers must be read together, and neither substitutes for the other.
For equipment and machinery, no public register records ownership. The Rejestr Zastawów is the only public source for encumbrances. Provenance and ownership must be established from contractual documentation, which is outside the scope of any register search.
Where the sources disagree
The CEP may show a vehicle registered under one owner while the Rejestr Zastawów names a different entity as pledgor. This occurs when a vehicle was sold and the pledge was not discharged before the transaction. Both records can be simultaneously accurate: the CEP reflects the registration update; the pledge entry reflects the original pledgor's obligation, which survives the sale unless the pledgee consented to release.
A pledge entry may remain active in the Rejestr Zastawów after the secured debt was repaid, if the pledgee did not file the deletion request. The register cannot confirm repayment. Repayment confirmation requires a written statement from the pledgee or a court order.

Frequently asked questions
Does a clean Rejestr Zastawów result mean the asset is free of encumbrances?
No. A clean result confirms no registered pledge was found on the date searched. Civil pledges, retention-of-title clauses, and lease structures are not recorded in the Rejestr Zastawów and would not appear in the result.
Can a foreign lender search the Rejestr Zastawów directly?
The register is accessible online. The interface operates in Polish. Search parameters require the exact registered name of the pledgor or the asset's identifying parameters in the format used at registration.
