The collateral value of a movable asset cannot be confirmed from a single source. What the vehicle identification database returns
The central vehicle and equipment database in Poland is CEPiK, accessible through historiapojazdu.gov.pl. The system is free of charge and requires no login. It returns technical specifications, periodic inspection results, odometer readings at each inspection, damage and write-off flags, and a count of previous registered owners.
The database does not return the current owner's name or address. That information is withheld by design. What a lender or buyer can establish is the asset's technical and legal history — not who holds it at the moment of query.
The three-identifier requirement is the operative barrier for a foreign requester. Registration number and VIN are typically available from the seller's offer. The date of first registration appears only on the dowód rejestracyjny — the physical registration document. Without it, the database returns nothing. This is a deliberate design choice, not a technical limitation. It prevents mass automated checks by parties who do not have possession of or access to the vehicle documentation.
For vehicles imported into Poland, the history begins at the date of first Polish registration. Foreign service records, ownership chains, and damage events before that date are outside CEPiK's scope.
Two pledge registries, not one
Polish law creates two separate systems for registering charges over movable assets. They operate under different ministries, serve different creditor categories, and are queried through different portals. A clean result in one registry does not establish the absence of a charge in the other.

The Rejestr Zastawów records pledges created by private agreement and registered under the Ustawa o zastawie rejestrowym i rejestrze zastawów. A creditor who registers a pledge here obtains priority and the right to enforce without court proceedings in certain circumstances. The registry is searchable by pledgor name, NIP, or PESEL, and separately by asset description or serial number.
The Rejestr Zastawów Skarbowych records encumbrances arising from unpaid tax and customs liabilities. The Tax Authority registers these charges automatically when certain thresholds are met. A vehicle or piece of equipment can appear in this registry without the owner having signed any pledge agreement. The search is free; the certified statement costs 50 PLN.
What the insolvency and court records add
A movable asset offered as collateral may be subject to insolvency proceedings affecting the pledgor or owner. The Krajowy Rejestr Zadłużonych (KRZ) at krz.ms.gov.pl is public, free, and requires no login. It covers restructuring and bankruptcy proceedings opened after 1 December 2021. Search runs by NIP, PESEL, KRS number, or case reference.
An absence of a KRZ entry does not establish that no insolvency proceeding exists. Proceedings opened before 1 December 2021 were published in the Monitor Sądowy i Gospodarczy (MSiG). The MSiG archive at wyszukiwarka-msig.ms.gov.pl is free and searchable back to 1996. Since December 2021, bankruptcy and restructuring notices migrate to KRZ; MSiG continues to carry other statutory announcements.
Confirming the pledgor's insolvency status therefore requires checking both systems against the relevant date range. A single-system check produces an incomplete result.
Corporate ownership and financial position of the pledgor
Where the pledgor is a legal entity, the Krajowy Rejestr Sądowy (KRS) provides free access to registration data, management, shareholding structure, and filed resolutions. Certified extracts cost approximately 30–60 PLN. Filed financial statements are available free of charge through the Repozytorium Dokumentów Finansowych.
VAT status and declared bank accounts are confirmed through the Biała Lista at podatki.gov.pl. The system is free, requires no login, and allows retrospective checks to a specified past date. Where a payment was made to an account not on the list, VAT joint liability may arise — this makes the Biała Lista check material to lenders reviewing payment histories.
Beneficial ownership of the pledgor entity is registered in the Centralny Rejestr Beneficjentów Rzeczywistych (CRBR). The registry is open, free, and accessible without an account.
The limit of what the sources allow
The vehicle database does not disclose the owner's name. A foreign requester who does not hold the physical registration document cannot complete the three-identifier query. The date of first registration is not reconstructable from public sources: it must come from the seller or from the registration authority on a showing of legitimate interest. Access is restricted for foreign requesters; this ceiling is stated before payment is accepted.
The two pledge registries are independent. A charge registered in the Rejestr Zastawów Skarbowych does not appear in the Rejestr Zastawów, and vice versa. Neither registry captures possessory pledges (zastaw zwykły) that have not been converted to registered form. Leasing agreements and retention-of-title clauses are not entered in either registry; they are contractual and not publicly searchable.
The insolvency register KRZ covers proceedings from December 2021 onward. Earlier proceedings require a separate MSiG search. An absence of entries in both systems establishes only that no proceeding was published in those systems — it does not exclude a filed application not yet listed, or a proceeding in a jurisdiction outside Poland.
Where the sources disagree
The KRS may show a company as active while KRZ carries a restructuring proceeding opened after the last KRS update. KRS entries reflect filings; they do not update in real time against insolvency events. A lender relying on KRS status without a concurrent KRZ check receives an incomplete picture.
The Rejestr Zastawów may show a pledge as active while the underlying debt has been discharged. Creditors are required to file a deletion application after satisfaction of the secured claim, but enforcement of this obligation is not automatic. A pledge entry in the registry is not conclusive proof that the underlying obligation remains outstanding.

No. A clear result in the Rejestr Zastawów confirms no registered civil-law pledge exists in that registry. It says nothing about fiscal pledges in the Rejestr Zastawów Skarbowych, possessory pledges, leasing arrangements, or retention-of-title clauses. Both registries must be checked for a complete pledge profile.
How far back does the insolvency register go?
KRZ covers proceedings opened from 1 December 2021. Earlier proceedings were published in MSiG, which is searchable from 1996. A complete insolvency check covers both systems across the relevant date range for the pledgor.
Is the beneficial ownership register accessible without restrictions?
CRBR is open and free without an account. It contains the beneficial owner data as declared by the reporting entity. The registry does not verify the accuracy of declarations; discrepancies between CRBR entries and KRS shareholding records are a known occurrence and are flagged in the Standard and Extended reports.
What happens if the pledgor is a natural person, not a company?
For a natural person, the KRS and CRBR checks do not apply. The Rejestr Zastawów search runs by PESEL. The KRZ search runs by PESEL. MSiG is searchable by name. The pledge registry and insolvency checks remain available; the corporate layer does not exist.
