A foreign buyer or lender verifying Polish commercial property faces two distinct collateral questions: what encumbers the asset, and what encumbers the operating entity behind it. CEIDG — the Central Register of Business Activity — is one of several official Polish registers that together define the collateral profile. This page maps what each source shows, what it costs to access, and where the chain stops.
- What CEIDG shows
- Registration status, business address, and suspension or deletion dates for sole traders (jednoosobowa działalność gospodarcza). Source: CEIDG (ceidg.gov.pl) · verified June 2026
- Cost
- Free of charge, no login required.
- Access condition
- Search by NIP, REGON, first name, surname, or business name. No national identifier required from the searcher.
- What it does not show
- Pledges, charges, insolvency proceedings, tax status, or land titles. These require separate registers — listed below.
- Collateral relevance
- If the seller or borrower operates as a sole trader, CEIDG confirms legal capacity to transact. Charges are held in Rejestr Zastawów and Rejestr Zastawów Skarbowych — not in CEIDG.
The collateral register map for Polish assets
No single register holds the full collateral picture for a Polish commercial asset. The table below shows which register governs each layer, the access cost, and the ceiling of what the source returns.
| Collateral layer | Register | Cost | What it shows | What it does not show |
|---|---|---|---|---|
| Registered pledges (civil) | Rejestr Zastawów — Centralna Informacja, Ministry of Justice | 20 PLN per subject (DW-1); 20 PLN per object (DW-2); 15 PLN for full extract (DW-4) | Pledges registered against a named pledgor or a specific asset | Tax pledges — held in a separate register |
| Tax pledges | Rejestr Zastawów Skarbowych — Ministry of Finance, e-Urząd Skarbowy | Free search; wypis/zaświadczenie 50 PLN | Assets subject to fiscal pledge by tax authorities | Civil pledges — held in Rejestr Zastawów |
| Land title and mortgages | Elektroniczne Księgi Wieczyste (EKW) — Ministry of Justice | Free to view | Ownership, mortgages, easements, encumbrances per land register number (KW) | Search by owner name is not permitted for private parties; KW number is required |
| Corporate structure | KRS — National Court Register | Free; certified extract 30–60 PLN | Legal form, shareholders, management, registered capital, filing history | Beneficial ownership beyond declared shareholders — see CRBR |
| Beneficial ownership | CRBR — Central Register of Beneficial Owners | Free, no login required | Declared ultimate beneficial owners (UBOs) with percentage thresholds | Accuracy depends on the obliged entity's declaration; register does not independently verify |
| Insolvency and restructuring | KRZ — National Debt Register (krz.ms.gov.pl) | Free, no login required | Insolvency and restructuring proceedings opened after 1 December 2021 | Proceedings opened before 1 December 2021 — those are in MSiG archive |
| Older insolvency announcements | MSiG — Official Gazette of Court and Economic Records | Free search; archive from 1996 | Announcements published before December 2021; also liquidation and capital changes | Proceedings from December 2021 onward are in KRZ, not here |
| VAT status and bank accounts | Biała Lista — White List of VAT Taxpayers (podatki.gov.pl) | Free, no login required | VAT registration status, declared bank accounts, suspension and reinstatement dates; historical lookup by date | Does not show tax liabilities or outstanding assessments |
| Financial statements | Repozytorium Dokumentów Finansowych (RDF) | Free | Filed annual accounts for KRS-registered entities | Sole traders registered only in CEIDG are not required to file here |
| Vehicles and movables | CEPiK / historiapojazdu.gov.pl | Free | Vehicle history, number of previous owners, technical data | Owner name is not disclosed; three simultaneous inputs required — registration number, VIN, and first registration date |
| Sole trader status | CEIDG | Free, no login required | Active/suspended/deleted status, business address, NIP, REGON | Charges, insolvency, tax liabilities — none of these are in CEIDG |
The pledge gap: two registers, one collateral profile
Polish law maintains two separate pledge registers. Civil pledges — including financial collateral and commercial security interests — are held in Rejestr Zastawów, administered by the Ministry of Justice. Tax pledges, imposed by fiscal authorities on a debtor's assets, are held in Rejestr Zastawów Skarbowych, administered by the Ministry of Finance.
Neither register cross-references the other. A search of only one register produces an incomplete collateral picture. Verifying the full pledge profile of a Polish asset or entity requires a formal query to both systems. The Ministry of Justice register charges 20 PLN per subject search and 20 PLN per object search. A full extract (DW-4) costs 15 PLN. The Ministry of Finance register offers free online search; a formal certificate (wypis/zaświadczenie) costs 50 PLN through e-Urząd Skarbowy.
Land register access: the KW number barrier
The Elektroniczne Księgi Wieczyste system is free to view. Each property has a unique land register number (numer KW). Mortgages, easements, and other encumbrances are visible in full once the KW number is known.
The access barrier is structural: private parties cannot search EKW by owner name. The KW number must be obtained first — typically from the land and buildings register (ewidencja gruntów i budynków) or from the seller's documentation. A buyer or lender who does not yet hold the KW number cannot independently initiate a mortgage search. This is not a cost barrier; it is an identification barrier built into the system design.
Insolvency: two systems, one cutoff date
Insolvency and restructuring proceedings in Poland are split across two systems by date. KRZ (Krajowy Rejestr Zadłużonych, krz.ms.gov.pl) covers proceedings opened on or after 1 December 2021. It is free, requires no login, and is searchable by PESEL, NIP, KRS number, or case signature.
Proceedings opened before that date were published in MSiG (Monitor Sądowy i Gospodarczy). The MSiG search engine is free and covers the archive from 1996. Outputs are PDF issues — no machine-readable data. An absence of results in KRZ alone does not establish a clean insolvency history. Both systems must be checked.
VAT status and bank account verification
The Biała Lista (White List of VAT Taxpayers), maintained by the Head of the National Revenue Administration (szef KAS) at podatki.gov.pl, is free and requires no login. It shows current VAT registration status, all bank accounts declared to the tax authority, and the dates and reasons for any suspension, exclusion, or reinstatement.
The register supports historical lookups: it is possible to verify the VAT status of a counterparty on any past date. Under Polish VAT law, a payment made to a bank account not listed on the Biała Lista on the payment date triggers joint and several liability for the payer. This makes the register directly relevant to collateral structuring and payment mechanics.
The limit of what the sources allow
The registers listed above are official and authoritative within their defined scope. Each has a hard boundary. CEIDG shows sole trader status — not charges, not proceedings. KRZ shows insolvency proceedings from December 2021 — not earlier ones. EKW shows encumbrances on a specific KW number — not a portfolio search by owner name. CRBR shows declared beneficial owners — not independently verified ones. Rejestr Zastawów and Rejestr Zastawów Skarbowych each show pledges within their own system — neither shows the other's entries.
Three structural limits apply across the entire register landscape. First, the KW number barrier in EKW means that mortgage verification cannot begin without the property identifier — which must come from the seller or from a separate cadastral query. Second, the December 2021 cutoff in KRZ means that a clean result there does not cover the full insolvency history; MSiG must also be checked. Third, CRBR declarations are self-reported by the obliged entity. The register records what was declared, not what an independent verification would establish.
The ceiling of what the sources allow is stated here, before any engagement. Where a register stops, this report states that it stops — and names the reason.

Frequently asked questions
Is CEIDG sufficient to verify a Polish sole trader's collateral position?
No. CEIDG confirms that a sole trader is registered and active. It does not show pledges, insolvency proceedings, tax status, or land encumbrances. Those require searches in Rejestr Zastawów, Rejestr Zastawów Skarbowych, KRZ, MSiG, and EKW respectively.
Why do two pledge registers exist in Poland?
Polish law separates civil pledges (registered with the Ministry of Justice) from tax pledges imposed by fiscal authorities (registered with the Ministry of Finance). The two systems do not cross-reference each other. A complete pledge search requires formal queries to both.
What if the KW number is not available?
EKW does not permit name-based searches by private parties. Without the KW number, the mortgage check cannot be initiated through EKW directly. The number can be obtained from the cadastral register (ewidencja gruntów i budynków) or from the seller's title documents. The Extended tier includes obtaining the KW number where it is not provided.
Does a clean KRZ result confirm no insolvency history?
No. KRZ covers proceedings opened from 1 December 2021 onward. Earlier proceedings were published in MSiG. Both systems must be checked to cover the full historical period. An absence of results in KRZ alone is not a clean insolvency confirmation.
Are these registers free? What does the report charge for?
Several registers — CEIDG, KRS, CRBR, KRZ, Biała Lista, RDF — are public and free of charge. What the report charges for is the removed path: knowing which registers to query, in which sequence, with which identifiers, and how to interpret the gaps between them. Pledge register certificates carry their own statutory fees (20–50 PLN per query), which are passed through at cost.
